SIGNAL BEFORE CLAIM

A signal records that something changed or deserves attention. Signal status never means true. Human editors decide whether evidence supports opening a claim.

SUPPORTED

Available evidence supports the published wording.

FALSE

Available evidence directly contradicts the published proposition.

UNRESOLVED

The public record cannot support a conclusion.

CONTESTED

Credible records conflict and the disagreement remains material.

INDEPENDENT REVIEW

A source creator or submitter cannot review the same evidence. The last claim editor cannot approve the same claim. Any content change destroys earlier claim approval.

SOURCE PRESERVATION

Every new evidence record carries an access date, verification note, and either an archive location or SHA-256 content hash. A link alone does not preserve a record. Source approval freezes the reviewed metadata from later editorial alteration.

PUBLICATION THRESHOLD

Claim approval locks exact approved evidence IDs. Publication normally requires two locked records. When only one record can exist, the Desk requires a written source exception and at least one preserved copy or hash.

CORRECTION WITHOUT ERASURE

Publication copies locked source metadata into an immutable public snapshot. New evidence cannot silently alter a public claim. Published corrections and withdrawals appear in the public revision record.
